Yes, this is a loophole closing action to be sure that classic plates which have a published mileage limit actually are used consistently with that. (I think it's 5K miles per year).
Our classic threshold is only 20 years, so my truck is only two years away from being eligible. A contractor I used not too long ago had a 2000 Ram truck with classic plates. It's just to get a 5 year registration and dodge emissions. Not what was really intended.
There has been discussion about taking the "classic" definition to pre-1975.
Edit: I just looked and in Nevada the age is now 25 years so I guess I'll have to wait a few more years for my 04 truck
Still, the thought of an 97-anything being considered classic boggles the mind.
