My shifter is the same and has two bolts without grommets securing it to the modified Hurst shifter. Mine will bolt down flat but I have used washers and some blue loctite to angle it slightly for more clearance in my tunnel cutout.

I also have 66 Plymouth with a modified Hurst shifter and stock Plymouth Inland handle that secures with two vertical bolts in the same fashion too, and it has rubber grommets. I can see nothing that they accomplish. I’m not too sure they don’t amplify shaking in the shift handle.
