Often on scattershields, the starter hole is a wee bit too small or offset slightly. I have fixed this with a die grinder on lots of scattershields on fords. Ignoring the SFI instructions that ANY modifications void...... I would send the flywheel to a machine shop and have them change the ring gear, save yourself a headache. If you can hear the starter engage, it needs adjustement. If you buy a new flywheel, you'll have to rebalance it against your current flywheel.
