Default bolts on my winsdhield frame are now spinning

Hi all,
I had to take my windshield frame out to get the cracked glass swapped for a pexiglass. (I had to do this as I couldn't find glass what would fit my KCC Cobra windshield)

When I went to install it back, I proceeded to take the caps nuts off the mounting bolts, but they were stuck hard, previously it was just finger tightened on, anyways, I used a socket to undo them, and then the nut and they bolt the were on started to spin freely

SO now I'm in the pickle. I'm not able to remove the nuts

I'm not able to remove the pexiglass, it's bonded in there tight.

My thoughts are now, cutting them off the loose bolts with a dremel, and try to drill out the bolts. then fit in studs.

Or maybe try to cut off the end caps without damaging the bolt, which is highly unlikely, and then either JB weld or weld the bolt to the frame so it stops spinning

Thats just off the top of my head. I'm open to suggestions or any advice.
