Thanks Tommy, I was gonna follow your suggestion of the grinder as a last resort, it came close.

The suggestion of heat helped.
I had already sprayed penetrating oil on them the day before.

I used one of those fancy "blow torch" lighters. I think some guys use them for cigars. I had a cheap one that was still new in the drawer. I had gotten it from Harbor Freight a long time ago.

I heated up the cap nuts pretty hot, + plus used paint scrapper and wedged it between the frame and nut, with leverage to "push" against the bottom of the nut.
While spinning the socket from a cordless drill, and that was enough to get them off.
