Lightbulb Bleeding Problems
It is quite posible that a piece rubber from inside the hose sloughed off and is covering the actual inlet port to the master cylinder bore. Bench bleed the master cylinders before installation.
Take it apart and inspect it. This is an area that you don't want any compromises.
