Sounds like the ignition switch is out of adjustment. You can loosen the nuts holding the switch to the column and move it front to back for adjustment. If it is too far one way it will engage the starter. There is no relay for the starter circuit. The other thing to check is the starter control wire to the solenoid. It is wire # 126. If it is getting power all the time it will do the same thing. More than likely it's the ignition switch. Buy the way the ignition switch is located on top of the column and not where the key is. It has 2 connectors going to it.
