If the carpet is nylon (or some other
synthetic) you can use a soldering iron and "melt" the hole before drilling. This will create the hole and leave the edge melted so the bit won't catch. I've done this many times and it seems to work well.
One word of caution, it can melt pretty fast
so don't over-do it.
Sorry, don't know anything about the seat tracks from Finish Line.
