Default E-brake setup question

Hi all
I have finished with my e-brake install and I have cut the outer sheathing to length for my cable block ( lokar)
I have left the actual cables about a foot long for now until I have determined their length. These will be pinched at the double set screws later. BTW I have four wheel discs

here's the catch, I have yet to fill and bleed my regular brakes.....so can I set up my cable pull e- brake now?? Or should the hydraulics be done first?
