I'm not familiar with Nevada law but here in Northern Calif. we have had a couple of Cobras that were licensed without wipers at all. Some put them in and then just remove the blades and get the nice chrome caps to go over the studs. Not many of us drive in the rain and I don't at all after turning it around leaving my driveway when the pavement was just wet.
