I keep jumping between the 396 or 351. But the engine builder I'm going with has a 100 dollar difference between the 396 and 408. Hp on the 396 is estimated at 450 and the 408 is rated at 495. 100 bucks for 45 more hp aint too bad!
It will be carbed. I've been looking at efi but its just way too expensive to get it right. I could try a cheap set up using a modified 5.0 efi but I will not get all the power out of the motor. So there is no point.

The only problem I have with the 408 is the more you bore the less you motor lasts. I can just get the 396 and a year later bolt on AFR's (as long as the pistons are correct.) to add some serious power while keeping the CI at a reliable level.

I'm not saying that a 408 is horrible and will fall apart after 1000 miles. But I plan on driving my car as much as possible. After reading Hal Copple's posts I am confident that a well built 396 is perfect for the cobra.
