Unhappy Holley tuning quirk...?

I was trying to help a friend get his carb running decently and I am having a hard time getting the idle down to a reasonable level.

It's a new Holley 670 Street Avenger w/vacuum secondaries.

I dropped the idle speed as low as it will go. The idle mixture to start with was set at about half a turn out on each side. The front float was a little high and the rear is still about half way up the glass but I wouldn't expect it to cause this problem....? What should I check next?
