KountZ has it right I would be willing to bet it is ether a vacuum leak or the choke is stuck if it is a automatic chock it to has a fast Ideal screw. As well as a idle screw
1. Is the choke flap open strait up and down like yours ?
2. Get some soap and water in a bottle and spray around any gasket area and see if you have an ideal changes .
3.Be careful adj. the floats that the fuel does not spray every where and starts a fire .
4.You need to look at the butterflies to be sure they are opening and closing inside the carb .
5.You should be able to get the carb to idle down before you set the floats and adjust the fuel/air mixing screws .
