I saw the car too and heard what they said. For what it's worth to ya...

- an out of state vehicle is suppose to be subject to CA-DMV/BAR verification process, regardless of year.
- won't pass the tailpipe test, definitely a gross polluter per BAR
- title probably says *yr of manufacture 2002 etc, model year 1965
- because they "can't guarantee" it can be registered in CA

Any enforced tailpipe test is the killer. So, jet it or carb it way down for the test on any out of state pre-registered car, and cross your fingers.
