Question fuel pump relay

I finally got my engine running after a year, but I had to hard wire the fuel pump to the battery. Its a stock mustang in-tank pump and I'm using the CR harness and relays instead of the relays off the 95 EFI computer. I have good grounds and 12V to the relay, but no juice to the pump or pump fuse when I turn the key. The only other circuit on the relay is the ballast resistor-wire 128, which I'm not using (its open). Does anybody know if I have to use the resistor. or can I just leave it open, or should I short it.
Any help would be appreciated.
