Check the constant hot lead at the relay, if it is hot (+). Then check the relay's trigger wire to make sure it gets juice when the key is on. Then check that the relay's ouput gets volts when the key is hot. If those all work out, but the pump is not getting juice, check continuity between the relay's output and the pump.
