Jon,
If you really like blue go buy Deltron Viper Blue in a base coat clear coat. First spray a sandable primer and use a color coat to get out any imperfections. Then spray a urethane primer (I like the buff color under reds and blues). Then spray your color coat almost like you would lacquer (goes on flat). Spray your first tack coat and let dry for about 15 minutes, then come back with a even color coat overlaping 50% with each stroke and allow to dry for about 15 minutes then repeat a second color coat and allow to dry for another 15 minutes. Last go back over the car one more time cross hatching (diagonally) holding your gun back about 12 inches from your body. Allow the last coat to dry for about 2 hours and then mask off your stripes using fine line tape. Be sure and mask off everything that you don't want the stripe color on. Spray your stripes with three coats of color and wait for a couple more hours for the pain to flash and then spray three or four coats of clear urethane over the entire vehicle. It is much easier than it sounds and you will love it. If need be you can color sand with 800-to-1200 grit wet or dry paper and then buff the clear coat for added brillance. You will love the finish and it will last almost forever.
