DV makes an excellent point. This is a serious matter, has been discussed before and should not come as a "complete" surprise. I think the DMV/CHP are making a sincere effort to catch car thiefs/fraud people. That is their job. Guilt or innocence will be determined later.
I had to "repo" a car some months ago and spent a couple of hours "explaining" it to the police after the guy reported it stolen. In the end, I was cleared. I TRIED to tell the police what I was going to do, but they wouldn't listen. Sometimes you just gotta do what you gotta do. BUT, you better be ready to "explain" it if you play outside the rules.
Hawaii has a car theft problem. Which is weird when you think about, "Where the hell are they going to go with the car?" Chop shops in the jungle, lots of them! They just found about a dozen cars, several almost NEW, some SO chopped they can't ID them! The police take "registration" issues very seriously here.
