All the PI blocks I have seen have extra ribs and are solid lifter blocks... As have a number of non 427, non CJ and non PI blocks I have seen.

My point is Ford did some pretty cool stuff in the 60's.. You really need to base your opinion on what you are looking at. I ran across a hydraulic cam 390 that was obviously pulled out of the 427 engine line it had the bosses for a cross bolting that were left undrilled, higher nickle content, extra ribs but was a 2bbl car. Very cool.. Also very confusing..

Although my intel has a C6ME-A as a 428 CJ. PI blocks from 66-70 should be C6AE-B or F.. That isn't to say it wasn't in a police car.
