Most of the engine components for a 450 hp eng cost the same as a 550 hp engine. One area that you could save $ on is a crankshaft. The $25 to $30k engines use $2500 billet cranks.
I think I could build a 450 hp Shelby block engine using a Scat 3.98" cast crank, Eagle rods, off the shelf Probe or Ross pistons,
Edelbrock heads and intake, Erson Rocker assys, with either a hydraulic or flat tappet cam, etc. for $15,000 to $17,000, depending on options. The engine would be safe and reliable to 6000 to 6200 rpm and make an easy 450 hp, depending on cam selection and head work.
