As of the 1973 model year New York became a title state. Prior to that only a registration was issued and a car could be sold by signing the sellers section on the reg. Vehicles that come into New York from outside the state are subject to random inspection by the DMV. Be aware that any car from Alabama or other "title service" (read "Titles Unltd") states WILL be inspected.
