Joe,

To start the process you need receipts to show what your car is worth and you need the MSO (manufacturers statement of origin). After you get the SB100 number assigned, DMV gives you 2-3 months to complete the process (the car has to be running to do all that is required). I'm not sure how the dmv would respond to delays or what happens if you don't complete the process for oh, 9 months or so.
