Sb-1508 still uses the 500 numbers for a special construction vehicle. That is another reason why they are going so fast. I really don't know but I think if you tried using SB-1508 after the first 500 number are gone then you get stuck with meeting emissions for the year the car is registered. That was one thing that some people tried to get changed when SB-1508 was first introduced but Flores and King Davis decided that was a good way to cut down the number of cars that could be registered. If enough people bought cars out of state and used the numbers then people building them in the state are stuck. We need a bill to limit the number of Davis's and Flores types allowed to register in the state and not the cars.
