SDR,

If you buy new and want to use SB-100 then yes, you will have to wait until January along with 900 other people. They only allow 500 cars per year and the 500 has already been used up for this year and a lot of people are just waiting for January 1st. As for buying used and out of state, I think you can use SB-1508 to re-title it, but that bill also is included in the 500 number. California is really trying to do away with any kind of car that our emperor doesn't happen to like I think. I am not sure about using the year of the motor any more as they are really getting nasty once the 500 is used up. With SB-100 you can use the year the car body most resembles if you can get one of the first 500 numbers. I know this isn't a lot of help but even the Calif. DMV doesn't know what they are doing for the most part and you have to find a person that even knows how to do the SB-100 paper work if you can get one of the 500 numbers.
