I made an appointment w/DMV a couple of months ago to get into the gueue for '04 - nada! You have to wait until Jan. '04. Fees, if paid, do NOT apply after the year paid. They wouldn't take my money?!? You would think w/the current budget crisis they would take any and all fees, for this year and apply/carry over to next year!
