The Modifications issue in this case is not bearing on the Cobra replica, it's the Trans Am.
The owner of an automobile (in Iowa) can modify their own car as long as no emission devices are rendered inoperative or the modification does not cause excessive emissions and no factory safety devices are tampered with. As to a repair facility installing performance mods, this is a grey area. No equipment is to be used on a common motorway deemed "for off road use only". Although, as of yet, I am not aware of any statute regarding the installation of said high performance mods by a bonified repair facility to be illegal.
This may change in the future as there have been several street racing related deaths recently in Des Moines.
