I think the law changes in Illinois almost every year. The only state that's worse than us is poor old California!
You CAN apply for a "show car" exemption, but I believe they limit the amount of miles you can drive in a year (2-3K or so). It used to be that the engine in the car HAD to have a pre-74 block, but I heard that changed last year. Whatever block you have though, must have a serial number stamped on it (to make sure it isn't stolen). I also heard that "new" for this year is that the cars have to have the full bumpers attached (no quick jacks allowed!).
Best bet is to get a car with a 60's title, and if you're going to do something, better do it NOW. Don't forget we have a Democrate sitting in the Gov's office now (1st time in many years!), so they now control the entire state legislation! The new laws may end up looking similar to California's pretty soon.
