I think a State organiser is a good idea.

Perhaps now till Christmas, or there abouts, table all the ideas and see what there is, sort out the 'must happen' from the 'that would be nice and easy to do' from the 'that would be nice but hard to do' from the 'they want to do what ??' sort of thing.
