Actually a visit to CHP IS required for SB100 for the purpose of issuing a VIN number and looking over the car. SB100 is used for initial registrations. SB1578 is a bill to amend SB100 for cars that have allready been reged either out of state, gray area titles, or for the year after the initial reg. The first two also have to go to CHP. Hope they don't surprise you down the road with a request to go see 'Paunch'
