Your picture appears to be cut off (top area is not visable) however Halibrand had illustrated in a small handout flyer for their wheels a clip that was similar to a "safety pin" (remember cloth diapers) that passed through the threaded hub on the outside of the spinner. It was to prevent the spinner from totally unscrewing. These clips can be found at Farm Supply stores in various sizes and wire diameters. They are often used to prevent clevis pins and shafts from falling out of their respective holes or operating locations.
