It's pretty easy really. The SP just checks the paper work to be sure everything is kosher, then you go register it. There is no mechanical inspection. You will have to put a value on it for "use tax" which you pay when you register.
As to the emission test thing, I'm not sure. I live in Skagit county where it is not required, but I know it is in King. A lot of the guys live down there so I am sure someone will hop on here and outline what you need to do. I think I heard Zderf say there is some sort of waiver.
