Wrapping the pump so it is encased in rubber (insulating material) and then mounting it with rubber grommets will keep things pretty quiet. VW used a similar procedure in their early 80s Rabbits. Pretty quiet, too, given that VW wasn't too advanced in the noise deadening department.
