That is what the SPCN number does for you. It is exempt from smog and you don't need to wait for 2004 numbers to come out as they don't issue you another one. And only a privately purchesed vehicle of later than the smog years require a smog test. Just as if you purchase a used Govt. vehicle. They are exempt from smog. Your SPCN number shows the DMV that it is exempt and it doesn't have to meet any emissions requirements and most likely wouldn't have passed them when the original owner got the SPVN number. You have everything you need, just go do it and the DMV has a memo that I can't remember the number of that even takes them step by step thourgh both SB-100 registrations and what you are doing.
