Specially constructed vehicles do not have a manufacturer assigned model year because they are esentially home-made vehicles. In the past these vehicles were subject to the emissions control requirements applicable to the year of the engine installed in the vehicle and the regular smog inspections per the county where the vehicle was registered. The year of the engine was determined by a Bureau of Automotive Repair (BAR) referee during the initial inspection.
In 2001, Senate Bill 100 passed which allowed the first 500 specially constructed passenger vehicles and pick-up trucks presented for original (initial) registration to DMV to have the year model for emissions control equipment and inspection purposes based on the appearance of the engine or the vehicle as a whole. In addition, if the vehicle or engine does not resemble an established make or year model BAR is required to assign 1960 as the year model for emission control purposes. In 2002, another Senate Bill passed, SB 1578, which allowed previously registered vehicles to be allowed this special consideration by BAR in addition to initial
registrations.
Jamo, Before 2001 that was the way to title a kit (by year of build) and smog (by engine year).....SB100/1578 supperseeds that now as I read it above.
Below states that after the 500 are gone the car/emissions defalt to the current year. This bill would require the department, if it receives during a
calendar year an application for registration of a specially
constructed passenger vehicle or pickup truck after it has registered
500 specially constructed vehicles during that calendar year, and
the vehicle has not been previously registered, to assign the same
model year as the calendar year in which the application is
submitted, for purposes of determining emissions control equipment
and inspection requirements for the vehicle. The bill would require
the department to deny an application for registration during a
calendar year of a specially constructed passenger vehicle or pickup
truck that was previously registered, if the application for
registration is received after the department has registered 500
specially constructed vehicles during that calendar year and the
application requests a model-year determination different from the
model-year determination assigned in the previous application. The
vehicle owner would be subject to the emission control and inspection
requirements applicable to the model-year assigned in the previous
registration. The bill would permit the vehicle owner to apply for a
different model-year determination in a subsequent calendar year
subject to the 500-vehicle annual limitation.
FYI, Don't worry or think about going to BAR and using the engine appearance/year when it is a SLAM DUNK by using the CAR model/year. curtis
