Yup, I (like you) was focusing on SB 100, and it was clear it did not supercede the previous provisions. Hadn't really looked at SB 1578 since it didn't concern me (my bad) since everyone reported it simply allowed folks to switch over if they got a number. I went back through the entire legislative history (a lengthy read). A lot of BS went on when the follow-up bill came through, and the greenies got their payback by doing away with the prior provisions, and including everyone in the 500.
