Shelby - as has been pointed out already - is legendary for a number of things, and not all of them are necessarily good, and as time goes on the "ill advised" things are outweighing the "good" things done for a short period during the sixties as it relates to the Cobra.
His idiotic suit against the replica industry that he's trying so hard to be a part of isn't just ill-advised, it's part of the Shelby "legend." It's not "over."
As far as speculating about what 'coulda' happened, you've already shown that you're cognitive abilities as a bit ... short sighted, so that already calls into question your ability to guess about what may or may not exist in a different timeline. Heck, the Cobra existed way before Shelby got involved and continued to exist well after he left the scene. And it will continue to exist without him in the future as well.
