Have you examined the sealing surface on the block? I don't recall which side the fuel pump is on , but I had what I thought was a similar problem an a Cleveland. It turned out to be blowing oil from the fuel pump vent on to the filter and appeared to be from the filter. I changed the pump and it stays clean now. Just a thought.
