First of all Turk being right was NOT accurate . OBVIOUSLY...

I have been wrong and I could be again. I understood it to mean upon completetion..
Let's say the numbers were not issued as briskly as they are this year. Let's say here it was the 15th. of December, like it was two years ago and you were given SB-100 number 345. They give you a temporary good for 60 days, and nowhere do I see you must complete youyr car by December 31st.
My initial reaction is it should NOT expire by the end of the year if you have secured a number.
Is it indefinite? I honestly can't answer that. Also let's not forget, the fact that state is issuing numbers 400 and up (obviously they reserved for themselves) to correct the title problems stemming from earlier years, involving Larry Marsh and Tittles Unlimited.
The short version is, Even though we have not reached SB100 #300 yet, don't assume there are 200 and more .
My belief is State will camp on numbers 400-500 and will probably release them towards the end of the year as they become unnecessary.

If your car is drivable, you don't need to trailer it from place to place. CHP may be abvle to issue a VIN number or a VIN verification without the car running, but I am afraid, the Smog referee, and the Brake and Light Station will need a drivable car.
