Jack, when I had a musclecar (70 Z-28), I used to use a stiff nylon bristle brush and "Soft Scrub" (non-bleach formula). Wet the tire, put a little SS right on the brush and work it in. It also removes road grime off the rest of the tire. Now I don't know the effect of this stuff on a polished Trigo rim, so tred softly (it's an abrasive)! Heck, even a little spray of 409 or Simple Green with the same brush ought to do it.
