The vacuum linkage should pull it open when the engine is at an rpm level that will allow sufficient engine vacuum to be developed. Also, it is normal that it doesn't open completely. Someone may contradict me here, but I personally have never seen a vacuum secondary Holley that did completely open the secondaries. I was told why once, but can't remember. Maybe someone like Mr Fixit will chime in and tell you.
