Don't know whats up & coming but year of the engine was the way we registered a few years back. SB100 is the way we do it now. There are 500 numbers given out every year & I believe there is a one time check for general smog issues. The number you are issued is a number for that year but is exempt from current smog regulations. Guys, correct me if I got something wrong
