There is an adaptor rubber grommet you get to allow you to put the PCV in.
The Valve cover with the baffel behind the hole should be on the right side. That is the cover that gets the valve. Run a hose to the 1/4" barb fitting at the base of ther rear of the carb.
The other hole should have any assortment of breathers, pipe connecting it to the airfilter or whatever.
The engine runs and creates a vacuum. The 1/4" barb fitting's hose draws air that has the crankcase gases into the intake where the gases are burned.
Since it is pulling air from the engine crankcase, a vent of some sort ( the other hole in the left side valve cover ) must be present. Filter the air coming into the engine crankcase or you'll be sorry.
