It looks so legit that many people fell (or still fall) for it. However, if you fill in all of what they ask for, not only do you open yourself up to Ebay fraud, but you open yourself up to theft of your identity.

See the example of an email I got this morning from these scammers below (coding removed)

During our regular update and verification of the accounts, we couldn't verify your current information. Either your information has changed or it is incomplete.

If the account information is not updated to current information within 24 hours, your access to bid on eBay will be restricted, your current auction will be suspended and your account will be closed.

Your personal information will be verified instantly. All the data is protected by the industry standard SSL encryption. All information is required and is kept confidential in accordance with eBay's Privacy Policy.
