Just curious as I am ready to paint my garage floor and am looking for any ideas for a cool paint scheme on the walls of the garage.

Jetlaag - you are right on the money. ASTM standard D4263 (commonly called the "mat test") outlines a moisture testing procedure that calls for taping an 18" x 18" piece of plastic onto the floor- sealed with duct tape all around. After 18 hours, look for presence of condensation under the plastic - if none is visible you are OK. It is basically a pass/fail test. Where it gets fuzzy is if there is no moisture present, but the concrete is darkened under the plastic.

To measure exact content, you need fairly sophisticated equipment for the average homeowner - I would suggest you try the "mat test" first. Here is a link to more exotic equipment if you wish....
