Default Front wheel fender clearance?

My wheels ended up protruding outside the front fender by an inch or so, and I decided that I like the look. But that means that the upward travel of the wheel is limited by the edge of the fender. My question is: How much upward travel should I allow, since I will have to install a bump stop to keep the wheel from hitting the fender?

Of course this means that I will have a bigger gap between tire and fender to allow for travel.

Alternatively, I could move the wheel inboard so that it can clear the edge of the fender and recess up into the fender well without hitting the lip.

Which is better?
