The pre-approved bidders list is offered to sellers. It allows them to screen bidders on an item. Yes, it involves e-mail exchange between the seller and a buyer.
From eBay:
Sellers have the option of restricting their individual listings to a specified group of buyers by creating a pre-approved bidders list.
If you try to bid on a listing that has a pre-approved bidders list, here's what will happen:
If you are a pre-approved bidder: The bidding process will proceed as usual.
If you are not one of the pre-approved bidders, you will see a notice saying that the item is restricted, and you will not be allowed to bid on the item. We suggest that you contact the seller to request being added to the list if you are interested in the item.
