Who supplied the cable?

It looks like the cable might have the wrong gear on it.

David Kee would be able to help you with this better than I. I have a tranducer and programmable Speedo.

However, take a flash light and look into the opening on the tail stock to make sure your teeth are running as described above for a manual trans. You should be able to see the gear and the run of the teeth.

Now look at the cable. Are the teeth on the same direction or are they oposing?

If it is too small, it would just not turn. if it was too big, it wouldn't fit. You probably have a speedo cable for an automatic in a standard trans car.
