Mr. Bruce, that may be tough. The axle has to be rated to handle the load of the car plus the trailer. The most popular axles used are rated at 3,500 Lbs. Since the trailer will most likely weigh 1,500 or so lbs, that limits the size of car that can be towed to 2K or less. And since axles/brake assemblies cost around $250, most manufacturers just put on two which raises the load capacity accordingly. You should be able to find a nice 14' trailer with tandem axles and brakes (required almost everywhere) for very cheap.
