I live in the east of Mesa and the process was really easy - I looked foolish as i ran out of gas while waiting for inspection - i had no idea that a half of a tank on the guage meant empty - but the DMV was good and didn't even seem phased by not being in the line for inspection or even running.
I have a BDR that I registered in Late Jan of this year. I went to the Greefield office and they did an inspection and assigned a VIN even though BDRs have a VIN (i think cost was $25) - I walked around to the front and bought a tag - the process took about 20min with about a 60 minute wait -- let me know if you need any additional info
I did need the following - a MCO, a bill of sale (so they could determine sales tax) and that was about it - about six weeks later Mesa sent me a bill for city Tax - but that was it - it is registeres as a 65 Cobra
