If the seller had a title for the car, it would state what it was. Since he professes not to know exactly what he has beyond "an AC," it's pretty clear he's got no title. Which suggests the car's got no VIN, otherwise - again - he'd have a clue as to what he was selling. So I'm guessing what we have here is a pile of parts with no VIN and a "bill of sale." Run, don't walk, away from this deal.
Sidebar: a friend who called to ask about this car contacted the seller, who told him "I've just blown it out for only $75,000. Shoulda brought more." Can't wait to hear from the reputed "buyer" on this transaction.
